The Girl Scout Cookie Program is so much more than selling cookies. Through the experience, Girl Scouts build the 5 Essential Business Skills that will last a lifetime:
Cookie Rallies provide them with opportunities to think about these skills and how to put them into action as a team.
This year, GSNEO is providing resources for Cookie Rallies at the troop level.

Whether you plan your rally as one event or spread the fun throughout the cookie season, here are some highlights to cover to prepare your Girl Scouts for cookie success!
Cookie Knowledge 
Meet the Mascot
- Be Brave. Fierce. Fun! with our Black-footed Ferret mascot, Shirley! Check out ferret crafts, fun facts, and more in the Rally Guide!
Goal Setting
- 2026 GSNEO Rewards Lineup – Excite your troop by revealing all the rewards they can earn!
- 2026 Theme Patch and Charm Collection – Check out the new theme patch and how you can collect each charm by participating in the Cookie Program.
- Motivational Book – Motivational messages! Ask Girl Scouts to decorate several envelopes and fill each with a motivational message. Glue each envelope together to make a goal book. When a milestone is reached, Girl Scouts can read the message to stay motivated to reach their goal.
Money Management
- Goal Get ‘Em Cookie Budget – Ways to pay! Use the cookie worksheet to help Girl Scouts understand budgeting.
Decision Making
- Ways to Participate in the Cookie Program – Discuss with your troop the Cookie Program participation options that work best for your members and decide as a unit on what that will look like for your season. Talk with them about which options they’re excited to explore this year!
- Psst Cookie Managers! Take a look at Navigating Participation: Tips for Troop Leaders to study each avenue and create a discussion plan for this activity!
People Skills
- Cookie Libs – Sensory Script! This fill in the blank game will help Girl Scouts share the important information cookie customers need to know. Plus, Girl Scouts can use this script to practice with friends and family, and when creating their Digital Cookie® video. Help Girl Scouts use delicious cookie descriptors by using the sensory cards. Provide the word bank to Daisy and Brownie Girl Scouts to help them get started.
- Play It Out – Customer Conversation! This activity will help Girl Scouts get more comfortable with the in-person customer interaction. Girl Scouts will develop conversation skills through role play.
Business Ethics
- Troop Discussion – It’s the Law – the Girl Scout Law! Talk with your troop about how each level of the Girl Scout Law can be applied to the Cookie Program. Do a discussion activity where they can illustrate how they can use each level of the Girl Scout Law during Cookie Program (i.e. How can a Girl Scout be honest and fair to their customers?)
- Safety Tips and Safety Activity Checkpoints – Safety First! Review the list of safety tips and the Safety Activity Checkpoints for Product Programs with your troop to keep everyone safe this cookie season.
Girl Scout Entrepreneurship Badges & Pins
Looking to host a Cookie Rally for your troop?
The best part of a Rally is tasting the cookies! Troops can now purchase a sampler pack to serve at a troop meeting so their Girl Scouts can taste the varieties and learn their product. A sampler pack will include 8 varieties – not including Toffee-tastic.
Firm orders for sampler packs are due by November 7; cookies will be available at a regional office after December 2 so plan your event for mid-December or early January.
Rally Charms are also available to purchase and will be available with the sampler pack pickup. All orders must be placed by November 7.
Sampler packs and charms are available while supplies last.
