The Girl Scout Cookie Program is so much more than selling cookies. Through the experience, Girl Scouts build the 5 Essential Business Skills that will last a lifetime:
Cookie Rallies provide them with opportunities to think about these skills and how to put them into action as a team.
This year, GSNEO is providing resources for Cookie Rallies at the troop level.

Whether you plan your rally as one event or spread the fun throughout the cookie season, here are some highlights to cover to prepare your Girl Scouts for cookie success!
Cookie Knowledge 
Meet the Mascot
- Get ready to Embrace Possibility this season with our Giant Panda, Mĕi Lan! Check out panda crafts, fun facts, and more in the Rally Guide!
- Panda SWAPS – Invite Girl Scouts to make special panda SWAPS, which stands for "Special Whatchamacallits Affectionately Pinned Somewhere." Encourage them to exchange these small tokens of friendship with one another.
- Panda Name Game – Use this handy game to find your Panda name for the 2025 Cookie Program!
Goal Setting
- 2025 GSNEO Rewards Lineup - Excite your troop by revealing all the rewards they can earn!
- 2025 Theme Patch and Charm Collection – Check out the new theme patch and how you can collect each charm by participating in the Cookie Program.
- Goal Tracker – Goal on a roll! Did you know customers tend to buy more when they hear about goals? After setting their goals, Girl Scouts will be on a roll this season! With this DIY package goal tracker, they can keep tabs on their progress and share it with customers.
Money Management
- Calculating Goal Math – Do the goal math! Help Girl Scouts calculate their package goals by first identifying what they want to do with their cookie proceeds. Setting a package goal can be difficult if Girl Scouts don’t know what they’re working toward. This activity makes it easy for them to set an achievable goal!
Decision Making
- Ways to Participate in the Cookie Program – Discuss with your troop the Cookie Program participation options that work best for your members and decide as a unit on what that will look like for your season. Talk with them about which options they’re excited to explore this year!

People Skills
- "My Why" Pitch – Pitch practice makes perfect! Help Girl Scouts build confidence and connect with customers! Encourage them to practice sharing their goal and telling customers how they can support them.
- Conversation Starters at Booths – Open the chat! This wearable gets customers’ attention at booths and bakes in an opportunity for Girl Scouts to share their goals.
Business Ethics
- Troop Discussion – It’s the Law – the Girl Scout Law! Talk with your troop about how each level of the Girl Scout Law can be applied to the Cookie Program. Do a discussion activity where they can illustrate how they can use each level of the Girl Scout Law during Cookie Program (i.e. How can a Girl Scout be honest and fair to their customers?)
- Safety Tips and Safety Activity Checkpoints – Safety First! Review the list of safety tips and the Safety Activity Checkpoints for Product Programs with your troop to keep everyone safe this cookie season.
Girl Scout Entrepreneurship Badges & Pins
Looking to host a Cookie Rally for your troop?
The best part of a Rally is tasting the cookies! Troops can now purchase a sampler pack to serve at a troop meeting so their Girl Scouts can taste the varieties and learn their product. A sampler pack will include 8 varieties – not including Toffee-tastic.
Firm orders for sampler packs are due by November 8; cookies will be available at a regional office after December 2 so plan your event for mid-December or early January.
Rally Charms are also available to purchase and will be available with the sampler pack pickup. All orders must be placed by November 8.
*Note to Service Units – This year we are requiring that if a Service Unit wants to host a rally, then please direct your troops to order the sampler packs and charms for their needs and bring them to the rally. Please contact Customer Care if you have further questions on Service Unit rallies.
