Required:
- Each Service Unit shall conduct election of a Membership Delegate in the first quarter of the membership year (October-December). (GSNEO Bylaws, Article IV, Section 2E).
- Each Service Unit shall notify governance@gsneo.org of the results of the election and provide the application/nomination form of the elected Membership Delegate(s).
If your service unit is looking for guidance on how to carry out a Membership Delegate Election, use these recommendations.
- Review the GSNEO Bylaws, specifically Article IV, Section 2. Each Service Unit shall conduct election of a Membership Delegate in the first quarter of the membership year (October-December). The members residing within a specific Service Unit shall elect representation in the form of a Membership Delegate, to the General Assembly of the Council. If the Membership Delegate elected by the Service Unit is a girl delegate then the Service Unit shall be entitled to elect a 2nd Membership Delegate. (Article IV, Section 2C).
- Decide on the meeting date, time, and location. Elections are to take place between October 1 and December 31 annually. If you'd like your Service Unit election meeting on our website, click on the link below.

- Give notice of the meeting to the Service Unit. Appropriate notice is the same method/amount of notice given for a typical service unit meeting of this service unit. Be sure to ask the service unit to alert all members ages 14+ of the meeting details. (See sample “Giving Notice” language in SUD toolkit).
- Add an agenda item (Election of Membership Delegate) to the Service Unit meeting agenda.
- Those members age 14+, residing within the Service Unit will elect their representation in the form of a Membership Delegate. Each member age 14+ is entitled to one vote, and can only vote in one Service Unit.
- The quorum shall be those voting members of the Service Unit present at the meeting.
- At the meeting, it is required to ask for nominations from the floor.
- A candidate is one who:
- Has completed the appropriate nomination/application form
- Is an individual age 14+ who is currently a registered Girl Scout registered through and in good standing with GSNEO.
- Agrees to serve if elected
- Can only represent one Service Unit per term.
- After all appropriate candidates have been recognized, proceed to the election. Elections shall be by show of voting card or other means in uncontested elections. In the event of a contested election, the position shall be elected by ballot vote. A majority shall elect. No proxy votes shall be permitted.
- The Service Unit Director (or designee) must notify governance@gsneo.org of the results of the election through the link below.
